My guess, the viewpoint character is a tourist from the Republic who doesn’t like that a non-crippled economy and culture can do that much better without much visible effort, and especially doesn’t want to think about why ubiquitous armed individuals might mean less crime.

It’s a shame the Empire’s outstanding natural beauty, especially the wild forests (loth, not halla), couldn’t satisfy their hankering for accumulated dirt, wear, and artistically appealing broken and entropic bits; I am fairly sure nobody’s tidied up Thaliar, for example. But not much of a shame: I’m sure they can go back to their life of more realistic expectations and get (or cause) as much of that as they want, and their fellow sophs will no doubt be appropriately grateful to have them do so.
