I’m one of the last people who would come to the defense of Earth in regards to this idiotic monkey-brain stuff, but this seems unlikely. Surely one of the dozens (hundreds?) of other races in the galaxy had managed to hit the right level of functional stupid to create a semi-functional civilization while still having something along these lines?

Unless you mean that it does exist, but the moviegoers just never made themselves aware of it. That would be reasonable; sensible, even, if one wants to retain their sanity.

A lot of the info we’ve gotten is focused on the Eldrae specifically, with culture and even species-specific elements that wouldn’t quite apply to non-Eldraeic Citizens.

It’d be interesting to hear if the explanation is Watsonian, and the Eldrae have so much clout that, even though they are open-minded xenophiles, they still represent the majority of the Empire. Or if it’s just Doyalist, and you (quite reasonably) prefer to focus the lens on the stars of the show in all aspects.
