I presume “metic residents” refers to ‘all the good chaps who happen to live and work here but haven’t yet purchased a citizen-shareholdership for one reason or another’?

I’m assuming that “metic” is the equivalent to the USA designation of “permanent resident” — allegiance and residency but not (or not yet) naturalized.

“Citizen-intendant” is trickier, though. The previous working definition I had was “sophont classified as a juvenile or otherwise presently incapable of signing the Imperial Charter, but intending to sign when such capacity is available”.

But now I realize there might be an overlap there, so I’m not sure….
