Notable, too, is the incorporation of the Disaster Instant Response teams, the Quenchers, and Gaëlenén’s Scalpel into the Watch Constabulary’s structure as specialists, and the extensive cross-training of all constabulary personnel in the basics of disaster response and paramedicine.

May you please elaborate on the the Disaster Instant Response teams, the Quenchers, and Gaëlenén’s Scalpel and other specialists units/forces/arms/branches/organizations incorporated into the Watch Constabulary? Also, may you mind if I ask you to do the same for the Office of Investigation and Pursuit? It seems we have little information regarding the FBI of the Empire

I’d be tremendously glad and grateful if you sketch general “organizational charts” of the both offices!

The related Trivia #1 topic at least names the OIP’s five divisions, and “The Vigilant” looks like a useful starting point for the Watch. Neither gives the organizational charts Elise is asking for, though. I’d be interested in whether the Quenchers and Gaëlenén’s Scalpel are standing specialist units, or capabilities assembled from constabulary personnel when needed.
