My guess is they do everything in `weave when they can, and fall back to text messages, in either simplified-for-nav-Standard or local language as necessary, and if really necessary, fake up an audio voice speaking either simplified-for-nav-Standard or local language as necessary.

Or just for redundancy and to show off a little, do all three at once.

They surely are not so tacky or gauche as to do “The Voice Of Legion” or “Monotonic Machine Voice” when they do.
