I believe it’s where they keep the big guns and the weird guns - although if the author is able to give us a bigger writeup I would certainly be interested

That summation works, although you could also reasonably summarize it as where they keep all the stuff that it would be deeply uncustomary, treaty-violating, or just plain horrifying to ever use, along with otherwise potential first-strike targets like the RKV deterrent fleet. Armageddon insurance, basically.
(And they operate out of Xavéral Base, which is an artificial brown dwarf black site way out in deep space. No point in putting your covert assets in a non-covert location, after all. It’s also used by certain assets of the Shadow Fleet that are, ‘hem, more shadowy than the mode.)

(This is extremely quick and dirty pseudo-stellification, but what the hell, it works.)
